Frequently asked questions about the Optical, Geospatial, Radar, and Elevation Supplies and Services Panel (OGRE).

What is the OGRE?

The Optical, Geospatial, Radar, and Elevation Supplies and Services Panel (OGRE) is a cooperative procurement panel established to allow more efficient and effective acquisition and use of commercial imagery supplies and associated services by the Australian Government. Is OGRE a mandatory coordinated whole of government purchasing panel?

No. OGRE is a cooperative procurement panel set up in partnership by Geoscience Australia and the Department of Defence. For more information see About OGRE and Accessing the OGRE.

Is there a formal relationship between OGRE and AGIMO?

No. There is no formal relationship between OGRE and the Australian Government Information Management Office (AGIMO).

Who runs the OGRE?

Day-to-day management of the OGRE is undertaken by Geoscience Australia staff within the Environmental Geoscience Division. For more information see OGRE Governance.

What is the OGRE User Advisory Committee (UAC)?

The UAC is composed of representatives of those Agencies that have signed agreements with Geoscience Australia to use the OGRE. The role of the UAC is to advise Geoscience Australia of user requirements. See OGRE Governance for more information.

Who is eligible to use the OGRE?

All levels of Australian Government are eligible to use the OGRE. See Accessing the OGRE for further details.

Who are the OGRE suppliers?

The OGRE panel is composed of a number of commercial suppliers of imagery supplies and geospatial data and services. For further details see OGRE Suppliers. An up-to-date list of OGRE suppliers is available under the OGRE Standing Offer of Notice on AusTender.

What supplies and services are available through the OGRE?

A range of commercial optical, geospatial, radar and elevation supplies and services can be procured through the OGRE. For more information see OGRE Supplies and Services.

How much do the supplies and services available through the OGRE cost?

It is difficult to provide exact pricing for commercial supplies and services without a clear statement of requirement from the user. Geoscience Australia is currently working to develop a normalised price list to provide a guide for users of the OGRE. For more information contact OGRE@ga.gov.au.

What QA/QC procedures are conducted by OGRE?

Geoscience Australia’s Business Intelligence and Services (BIS) team conducts the following data quality checks (QC):

  • virus check; all files are scanned with antivirus software
  • data compliance check; all files are matched against the Supplier’s dispatch note and the User’s Statement of Requirement
  • spatial extents check; all files are examined to ensure they match the area of interest specified in the User’s Statement of Requirement
  • dispatch note; Users are provided with a dispatch note detailing the quality checks

Additional QC procedures may be conducted at the discretion of the BIS Team. All QC procedures will be detailed in the dispatch note.

The OGRE quality assurance (QA) procedures are currently under review. At the present time, unless otherwise specified in the User’s Project Agreement, checks beyond the level of the QC described above are the responsibility of the User.

What is a Statement of Requirement?

A Statement of Requirement is a detailed specification of a User’s business and technical requirements for a given procurement. For more information see OGRE Documents.

What assistance is available for defining a Statement of Requirement?

General guidance is available from Geoscience Australia by contacting OGRE@ga.gov.au. The BIS Team is working to develop a standardised Statement of Requirement form which will be made available to Users.

How are RFQ responses evaluated?

OGRE Users are responsible for establishing an Evaluation Team to evaluate responses to Requests for Quotation (RFQ).

After the Request for Quotation (RFQ) has closed, submissions are reviewed by an Evaluation Team. The team evaluates the responses to determine which submission best meets the requirement and demonstrates the best value for money.

Once a decision is reached the successful supplier is notified. Unsuccessful suppliers are offered the opportunity to request a debriefing on the reasons their submission was not successful.

How does OGRE gather feedback?

Geoscience Australia does not gather feedback on procurements managed by other agencies. However, Geoscience Australia does suggest that at the completion of the procurement Users review the project and consider the lessons learned.

Consideration should be given to how well the supplier met the Statement of Requirement, how the project was managed (internally and externally), what went well and what could be done better next time. The supplier should also be offered an opportunity to provide feedback on the process from their perspective. This information should be documented and considered as part of subsequent procurements.

We encourage OGRE Users to share their procurement experiences (including supplier performance) via the OGRE govdex workspace.

What is govdex?

Govdex is a secure, private web-based space that helps government agencies to manage projects, and share documents and information. Govdex workspaces include a wiki, a task and issue tracker for project management, and a discussion forum.

How is OGRE using govdex?

Geoscience Australia is working to develop a govdex workspace for OGRE Users. The workspace will provide a forum for OGRE Users to share information and arrange cooperative procurements. OGRE information and documents will be available to Users and Suppliers via the govdex workspace.
